
Within the Government of the Republic of Serbia, the Ministry for International Economic Relations is entrusted with the advancement of business environment in order to increase the inflow of direct foreign investments in Serbia, including investments in the form of concessions.
Sector for foreign investments of the Ministry for International Economic Relations has designed the Strategy for Encouraging and Developing Foreign Invesment which, on 9 March 2006, was adopted by the Government of the Republic of Serbia. The document contains a detailed analysis of investment environment and points to the need for more incisive reforms which would advance business climate. The strategy has defined concrete measures and activities that should be undertaken for Serbia to become regional investment destination.
More than 60% of the measures envisaged by the Action Plan Intended to Remove Administrative Barriers to Foreign Investments adopted at the session of the Government of the Republic of Serbia on 27 May 2004 have been implemented and obvious progress is visible in the reports of the World Bank and the European Bank for Reconstruction and Development where Serbia's progress has been assessed as outstanding.
The new Action Plan Intended to Remove Administrative Barriers to Foreign Investments for 2006 has been added to the Strategy as a supplement and it envisages the measures focused on the reform of regulations in the following areas: establishment of enterprises with foreign capital, development of infrastructure, state administration reform, judicial reform and other systemic measures.
The Commission for Stimulating Investments in Serbian Economy , coordinated by the Ministry for International Economic Relations, composed of representatives of numerous ministries and agencies, has been entrusted with the implementation of this Action Plan, with solution of the problems facing foreign investors and with monitoring the development in this area.
At the same time, the experts in the Sector for the Reform of Legislation in the Area of International Economic Relations of the Ministry for International Economic Relations have been engaged in the making of the laws that will advance business climate in Serbia.
It is important to note that the Ministry for International Economic Relations maintains close cooperation with the businessmen in Serbia, including foreign investors, directly or through their associations (chambers of commerce, Council of Foreign Investors and the like). However, in the Government of the Republic of Serbia, it is the Agency for Foreign Investments and Promotion of Exports that has been entrusted with technical assistance to foreign investors, review of possibilities for foreign investments, practical issues in connection with foreign investments as well with the creation of promotion material.
